At the top level of My Documents, create an @In-Tray folder. If you've made a list/map of your In-Trays, make sure you add this to the list/map. Save any incoming e-mail attachments, downloaded programs, pictures, etc. into the @In-Tray folder. Then, when you do your Weekly Review, make sure it's one of the buckets you process. Wallah - no more scattered downloads and attachments.
